The same Design, Build, Operate, Scale progression that guides an HQE deployment guides every learner through it. Each stage builds on the last, and no one advances until they have proven the one before it.

  1. 01 Design

    Understand the system

    Map the platform end to end: alert architecture, audience logic, escalation paths, and the doctrine behind them. You leave knowing why every button exists before you ever touch one under pressure.

  2. 02 Build

    Develop the skill

    Hands-on labs on live-configured sandboxes. Author alerts, wire integrations, service hardware, and run through failure scenarios until the workflow is muscle memory.

  3. 03 Operate

    Run it for real

    Supervised field and console time on a live activation. You make the calls, dispatch the alerts, and account for your population with an instructor watching your six.

  4. 04 Scale

    Lead the next class

    Earn instructor certification and carry the program in-house. Train your own dispatchers, technicians, and command staff so readiness never depends on a single person.

Five tracks, one platform, every seat in the room covered.

Training is scoped to the job, not to a generic syllabus. Each track ends in a role-specific certification your agency can put on record.

Emergency Managers

Run the activation

Situational command, multi-channel alert authoring, ThreatSense event correlation, and RallyPoint audience management. You learn to read a developing incident and translate it into the right message to the right people in seconds.

Outcome: certified to run a live activation end to end.
System Administrators / IT

Own the backbone

Platform configuration, integrations, user and permission management, and uptime and failover procedures. You gain the depth to keep the system online, secure, and correctly wired to every downstream service.

Outcome: certified to own the system's technical backbone.
Field Technicians / Installers

Deploy and maintain the hardware

Siren and hardware installation, SAFE Unit deployment, and maintenance and diagnostics. You work with real equipment until mounting, wiring, and troubleshooting are second nature in any weather.

Outcome: certified field-ready technician.
Dispatchers / Operators

Command the console

Day-to-day console operations, alert dispatch workflows, and accountability and roll-call tools. You practice the routine until the exceptional feels routine, so the console never slows you down.

Outcome: certified console operator.
Executive / Command Staff

Decide with confidence

Strategic oversight, compliance and reporting, and interagency coordination. You learn what the system can tell you and when to trust it, so a briefing during a crisis leads to a clear, defensible decision.

Outcome: confident, informed decision-making during an incident.

Accessible and inclusive emergency communications

World Institute on Disability (WID)

HQE worked closely with the World Institute on Disability (WID) to build Access and Functional Needs (AFN) competency into every track. Learners work through inclusive alert authoring, ADA-compliant messaging, and accessible sheltering and reunification planning, so a system built to reach everyone is operated by people trained to reach everyone too.

Outcome: certified in AFN-informed, ADA-compliant emergency communications.
FEMA IPAWS credentialing

The Alerting Authority (TAA)

Through our collaboration with The Alerting Authority (TAA), HQE University and TAA train and credential the staff who carry FEMA IPAWS Alerting Authority responsibility, from initial authorization through the ongoing testing and governance that keeps that status current.

Outcome: certified to hold and maintain FEMA IPAWS Alerting Authority status.

Alerts start in the field, in the wiring, and in the command structure. HQE University trains the hands-on side too, so your people are ready wherever the work actually happens.

Hardware Maintenance & Diagnostics

Hands-on servicing of sirens, controllers, and field hardware. Learn to diagnose faults fast and return equipment to full readiness before it is needed.

Siren System Operations

Live outdoor warning siren activation, testing cadences, and acoustic coverage verification. Confirm that every voice and tone reaches the population it is meant to protect.

Incident Command Integration

How HQE training folds into ICS and NIMS command structures during a real incident. Your platform work slots cleanly into the chain of command everyone already trusts.

Live Drill Simulations & Certification

Full-scale, multi-agency simulated activations that culminate in a formal certification. Prove readiness under realistic pressure, then carry the credential on record.
