Paradise sits on a ridge with steep canyons and a limited set of evacuation routes. The 2018 fire moved faster than any manual notification could keep up, and legacy warning offered no early detection and no way to reach residents who had lost power and cell service.

Rebuilding meant more than replacing hardware. The town needed warning that sees the threat first, activates instantly, and reaches everyone — even when the grid is down.

Town of Paradise project milestones.

Six phases from first survey stake to full emergency readiness. Tracking the build of twenty-one alert towers and an independent communication network across the ridge.

  1. Phase 01

    Project Kickoff & Site Surveys

    HQE Systems and the Town of Paradise begin official coordination. The team completed comprehensive site surveys, securing approval for twenty-one tower locations and the specialized pine-tree aesthetics.

  2. Phase 02

    Groundbreaking & Foundation Pours

    Field crews initiate drilling operations. Despite severe weather conditions, solid granite deposits and unmarked underground utilities, the engineering and field teams successfully adapt and pour all concrete foundations.

  3. Phase 03

    Infrastructure & Aesthetic Installation

    Crews receive and install the heavy poles, speaker arrays and custom tree branches. The team begins bringing towers online, conducting successful partial system tests for the community.

  4. Phase 04

    Utility Integration & Trenching

    The team navigates complex trenching operations and strict PG&E compliance requirements to transition towers to permanent AC power. This phase includes overcoming massive underground boulders, specifically at the Rocky Lane site.

  5. Phase 05

    System Verification & Emergency Readiness

    All twenty-one towers are fully operational. The system stands fully ready for activation during the Park Fire threat, and the team successfully completes the System Operational Verification Test with the Town of Paradise.

  6. Phase 06

    SAFE Network Expansion & Closeout

    The project focus shifts to installing localized gateways and fulfilling one thousand in-home SAFE Units for town residents. The Town secures a grant extension, pushing the final project closeout and official turnover.
